TERMS AND CONDITIONS

Welcome to El Mandoub ("Application", "App"), operated by Elite Projects ("Company", "we", "our", or "us").

These Terms and Conditions ("Terms") govern your access to and use of the El Mandoub mobile application and all related services. By creating an account, accessing, or using the Application, you agree to be bound by these Terms. If you do not agree with any part of these Terms, you must not use the Application.

1. About El Mandoub

El Mandoub is a digital platform that provides users with:

Government services consultancy.
Information about government procedures and administrative processes.
Guidance regarding the documents and requirements needed to complete government transactions.
The ability to request government transaction execution by our representatives.

The Company acts as a consultancy and service provider. We are not a government authority and do not represent any governmental entity unless explicitly stated.

2. Eligibility

To use the Application, you must:

Be at least 18 years of age or have legal authority to enter into binding agreements.
Provide accurate, complete, and up-to-date information.
Comply with all applicable laws and regulations.

You are responsible for maintaining the confidentiality of your account credentials and all activities conducted through your account.

3. Subscription Services

Certain content available on the Application is reserved exclusively for subscribed users.

Subscribers gain access to:

Detailed explanations of government procedures.
Complete document requirements and transactions.
Additional guidance and consultancy content available through the platform.

Subscription fees, billing cycles, renewal terms, and cancellation policies are displayed within the Application before purchase.

Subscribers are granted a limited, non-exclusive, non-transferable, and revocable license to access and use the subscription content solely for their personal, non-commercial use. Subscription content may not be copied, reproduced, distributed, modified, published, sold, licensed, shared with third parties, or otherwise commercially exploited without the prior written consent of Elite Projects.

Where subscriptions are purchased through third-party application marketplaces, including but not limited to the Apple App Store or Google Play Store, all billing, payment processing, renewals, cancellations, and refunds may also be subject to the applicable terms and policies of the respective app store. In the event of any conflict relating to subscription billing or renewals, the policies of the relevant app store shall apply in addition to these Terms.

The Company reserves the right to modify subscription plans, pricing, or available features at any time.

4. Service Requests

Users who wish to have a government transaction completed on their behalf may submit a service request through the Application.

Submitting a request does not constitute acceptance by the Company.

After reviewing the submitted information, the Company may:

Request additional information or documentation;
Issue a quotation for the requested service; or
Decline the request if the service cannot be provided.

5. Quotations

Each service request is reviewed individually.

The quotation provided may include:

Professional service fees;
Government fees (where applicable);
Third-party charges;
Any other applicable costs.

A quotation remains valid only for the period specified.

No work will commence until the quotation has been accepted and payment has been successfully received.

The Company reserves the right to revise quotations if:

The scope of work changes;
Additional requirements arise;
Government regulations or fees change;
Information initially provided by the user was incomplete or inaccurate.

6. Payments

All payments must be made using the payment methods available through the Application.

Payment of a quotation authorizes the Company to begin processing the requested service.

Government fees, fines, official charges, and third-party fees may be separate from the Company's service fees unless explicitly stated otherwise.

The Company reserves the right to suspend or cancel services if payment cannot be successfully processed.

7. Cancellations and Refunds

7.1 General Policy

By purchasing any subscription, consultancy service, or transaction through the Application, you agree to this Cancellations and Refunds section. All cancellation and refund requests are subject to review by Elite Projects and will be handled in accordance with these Terms and applicable law.

7.2. Subscription Cancellations

Monthly Subscriptions

Users may cancel their monthly subscription at any time through their account settings or by contacting customer support.
Subscription cancellations will take effect at the end of the current billing cycle (the next renewal date).
The subscription will remain active and accessible until the end of the paid billing period.
No refunds, whether partial or full, will be issued for any unused portion of the subscription period.
Once canceled, the subscription will not automatically renew for the next billing cycle.
Where subscriptions are purchased through the Apple App Store, Google Play Store, or another third-party marketplace, cancellations, billing, and refunds may also be subject to the policies of the applicable app store.

7.3 Service and Transaction Cancellations

For one-time transactions or service bookings:

Users may request cancellation of a confirmed transaction, subject to review and approval.
Approved cancellations are eligible for a partial refund only.
A cancellation fee or percentage deduction will be applied to the original transaction amount before the refund is processed.
The remaining balance, after deducting the applicable cancellation fee, will be refunded to the original payment method.
The cancellation fee percentage may vary depending on the type of service or transaction.

7.4 Non-Refundable Services

The following are generally non-refundable unless otherwise required by applicable law:

Completed services
Services already delivered or fulfilled
Subscription fees for the current billing period
Administrative, processing, or government-related fees paid on behalf of the customer

7.5 Refund Processing

Approved refunds will be processed using the original payment method whenever possible.
Refund processing times may vary depending on the payment provider, financial institution, or app store through which the payment was made. Elite Projects is not responsible for delays caused by banks, payment gateways, or other third-party payment providers.

7.6 Refusal of Refund Requests

Elite Projects reserves the right to refuse a cancellation or refund request where:

The request does not comply with these Terms.
Fraudulent, deceptive, or abusive activity is suspected.
The requested service has already been compl
eted or substantially performed.
The payment relates to non-refundable fees as described in these Terms.
The request otherwise falls outside the scope of this Cancellations and Refunds section.

7.7 Changes to This Policy

Elite Projects may update or modify this Cancellations and Refunds section from time to time. Any changes will become effective upon publication within the Application or through other appropriate means of notification. Continued use of the Application after such changes constitutes acceptance of the updated terms.

8. Electronic Communications

By creating an account, subscribing to the Application, submitting a service request, or otherwise using the Application, you consent to receive communications from Elite Projects electronically.

These communications may include, but are not limited to:

Service confirmations
Quotations
Invoices and payment confirmations
Subscription notices
Government transaction updates
Customer support communications
Security notifications
Notices regarding changes to these Terms, policies, or services.

Communications may be sent via email, SMS, push notifications, in-app messages, or any other electronic communication method associated with your account.

You acknowledge and agree that such electronic communications satisfy any legal requirement that communications be provided in writing.

9. Government Decisions

The Company provides consultancy and transaction management services.

We do not control or guarantee:

Government approvals;
Processing times;
Issuance of permits, licenses, visas, or certificates;
Decisions made by government authorities.

Government authorities retain sole discretion over all official approvals and decisions.

10. User Responsibilities

You agree to:

Provide accurate and truthful information.
Submit genuine and valid documents.
Cooperate with reasonable requests for additional information.
Respond promptly when contacted regarding your service request.

You are solely responsible for any delays, rejection, or additional costs resulting from inaccurate, incomplete, or misleading information.

11. Processing Times

Estimated processing times are provided for informational purposes only.

Actual timelines depend on:

Government authorities;
Public holidays;
Regulatory changes;
Completeness of submitted documentation;
Other circumstances beyond our control.

The Company shall not be liable for delays caused by government entities or external parties.

12. Intellectual Property

All content within the Application, including but not limited to:

Text
Graphics
Icons
Logos
Videos
Databases
Software
Consultancy materials

is owned by or licensed to Elite Projects and is protected by applicable intellectual property laws.

You may not reproduce, distribute, modify, copy, or commercially exploit any content without prior written permission.

13. Acceptable Use

You agree not to:

Use the Application for unlawful purposes;
Attempt unauthorized access to our systems;
Upload fraudulent or forged documents;
Interfere with the operation or security of the Application;
Misrepresent your identity.

Violation of these Terms may result in suspension or permanent termination of your account.

14. Privacy

Your use of the Application is also governed by our Privacy Policy.

By using the Application, you consent to the collection, use, storage, and processing of your personal information in accordance with our Privacy Policy.

15. Limitation of Liability

To the fullest extent permitted by law, Elite Projects shall not be liable for:

Government decisions;
Refusal of applications;
Delays caused by government entities;
Loss of business opportunities;
Indirect or consequential damages;
Loss resulting from inaccurate information provided by users.

Our total liability shall not exceed the amount paid by the user for the specific service giving rise to the claim.

16. Service Availability

We strive to keep the Application available at all times.

However, we do not guarantee uninterrupted access and may suspend or restrict access due to:

Maintenance;
Technical issues;
Security concerns;
Circumstances beyond our reasonable control.

17. Force Majeure

Elite Projects shall not be liable for any delay, interruption, failure to perform, or inability to provide the Application or any services where such delay or failure results from events beyond its reasonable control.

Such events include, but are not limited to, government actions or restrictions, changes in applicable laws or regulations, government system outages, natural disasters, floods, fires, earthquakes, severe weather conditions, epidemics, pandemics, war, terrorism, civil unrest, labor disputes, internet or telecommunications failures, power outages, cyberattacks, technical failures involving third-party service providers, or any other event beyond the reasonable control of the Company.

During any such event, the Company's obligations shall be suspended to the extent affected by the force majeure event. Elite Projects will use commercially reasonable efforts to resume the affected services as soon as reasonably practicable.

18. Suspension and Termination

We reserve the right to suspend or terminate your account if you:

Violate these Terms;
Engage in fraudulent activities;
Abuse the platform or our employees;
Use the Application unlawfully.

Termination does not affect any outstanding payment obligations.

19. Changes to Services

The Company may modify, discontinue, or update:

Services;
Subscription features;
Platform functionality;
Pricing;
Policies;

at any time without prior notice where permitted by applicable law.

20. Amendments to These Terms

We may revise these Terms periodically.

Updated versions become effective upon publication within the Application.

Continued use of the Application constitutes acceptance of the revised Terms.

21. Governing Law

These Terms shall be governed by and interpreted in accordance with the laws of the State of Qatar.

Any dispute arising from these Terms shall be subject to the exclusive jurisdiction of the competent courts of the State of Qatar.

22. Platform Disclaimer

El Mandoub is a privately owned and operated digital platform developed and managed by Elite Projects. The Application provides government services consultancy, procedural guidance, and transaction support services.

El Mandoub and Elite Projects are not affiliated with, endorsed by, authorized by, or sponsored by any government authority, ministry, municipality, or public institution, and do not act on behalf of any government entity unless expressly stated in writing.

Any information regarding government procedures, requirements, documents, or fees is provided for informational and consultancy purposes only and does not constitute official government advice or representation. All government decisions, approvals, processing times, and outcomes remain solely at the discretion of the relevant government authority.
